Visas to the Republic of Belarus

♦ Until 31.12.2026, citizens of 38 European countries, as well as stateless persons holding an Estonian travel document, may enter the Republic of Belarus without a visa for up to 30 days per trip.
♦ The visa-free regime does not apply when travelling directly from Russia or to Russia. Transit through Belarus to third countries is permitted, except when travelling to the Russian Federation.
♦ The total period of stay under the visa-free regime must not exceed 90 days within one calendar year.
♦ Entry regulations, document submission routes and consular practice may change without prior notice. Before travelling, we recommend confirming the details with our consultants.

Visa-free entry is allowed until 31.12.2026. If your stay exceeds 30 days per trip or 90 days within a calendar year, a visa is required.

For citizens of the Russian Federation

Citizens of the Russian Federation do not require a visa to travel to Belarus.

For stateless persons

If you hold a residence permit in Estonia, visa-free entry is permitted until 31.12.2026 for up to 30 days, but not more than 90 days within a calendar year.

Required documents

1. For a single-entry private visa up to 30 days
  1. Passport valid for at least 90 days after the visa expiry date and containing at least 2 blank pages for visas.
  2. Copies of the first three pages of the passport of the inviting person residing in Belarus:
    • Main page with passport details and photo;
    • Page with Russian translation;
    • Page with registration. If there is no registration in the passport, a copy of the Belarusian ID card from both sides is required.
  3. Applicants born after 11.11.1991 must provide a copy of the birth certificate.
    Prepared at our visa centre when applying:
  4. One colour photograph 3.5 × 4.5 cm on a light background.
  5. Medical insurance policy valid in the Republic of Belarus.
  6. Completed and signed application form in Russian or English (may be completed in advance).
2. For a multiple-entry annual private visa
  1. Passport valid for at least 90 days after the visa expiry date and containing at least 2 blank pages for visas.
  2. Invitation from Belarus:
    • documents confirming family relationship or marriage with a citizen of the Republic of Belarus (for example, birth certificate, marriage certificate, name change certificate, etc.) — for obtaining a visa for family members or close relatives of citizens of the Republic of Belarus + copies of the first three pages of the passport of the relative residing in Belarus;
    • an invitation issued by the citizenship and migration authorities, or information available at the consulate about a previously issued document for a multiple-entry invitation of a foreign citizen to the Republic of Belarus;
    • a document confirming ownership rights or a share of ownership in residential real estate in the Republic of Belarus — for issuing an entry visa to the owner of such property and/or members of their family;
    • application for visa issuance from a medical institution of the Republic of Belarus with an attached agreement for the provision of medical services concluded in accordance with legislation — for a foreigner requiring treatment, as well as for the accompanying person;
    • application issued by a legal entity or representative office of a foreign company in the Republic of Belarus — for issuing a visa to family members of a foreigner accompanying a person travelling to Belarus for business purposes, to participate in sports, cultural, scientific, educational events, internships or for employment;
  3. Applicants born after 11.11.1991 must provide a copy of the birth certificate.

3. For a tourist visa
  1. Passport valid for at least 90 days after the visa expiry date and containing at least 2 blank pages for visas.
  2. Confirmation from the Republic of Belarus:
    • If staying at a hotel — a colour copy of the hotel booking confirmation (submission by email is accepted). The confirmation must be issued on the hotel’s official letterhead with a stamp and signature, and must include the booking number, applicant’s first name and surname, check-in and check-out dates (or number of nights), hotel details and the date of issue of the document.
    • If travelling for treatment to a sanatorium — an application from the sanatorium (sample application).
  3. Applicants born after 11.11.1991 must provide a copy of the birth certificate.

4. For a business visa
  1. Passport valid for at least 90 days after the visa expiry date and containing at least 2 blank pages for visas.
  2. Application from the Republic of Belarus (sample application):
    • an application from a foreign national association of international road carriers or a corresponding authority for visa issuance, containing information about the foreigner and the requested visa, or documents confirming the performance of transportation — for issuing an entry visa to a crew member of a road vehicle engaged in international road transport of passengers or cargo;
    • an application from a foreign national railway transport organisation or railway organisation (company), containing information about the foreigner and the requested visa — for issuing an entry visa to a member of a train, refrigerated or locomotive crew;
    • documents for the provision of funeral services and documents confirming the need to deliver a coffin with the body (remains) of the deceased or an urn with the ashes of the deceased — for issuing an entry visa to an employee of a specialised organisation providing funeral services for delivery to the Republic of Belarus;
    • an application for visa issuance prepared by a representative office of a foreign organisation in the Republic of Belarus — for issuing an entry visa to a manager or employee of representative offices of that foreign organisation in third countries, or to the founder, manager or employee of a foreign enterprise (organisation) that opened the said representative office, as well as to a foreigner seconded to work in such representative office for a period not exceeding two months;
    • an application (verbal note) from a diplomatic mission or consular institution of a foreign state, a representative office or body of an international organisation or interstate entity in the Republic of Belarus, containing information about the foreigner and the requested visa — for issuing an entry visa to a foreigner whose diplomatic or service status is not recognised by the Republic of Belarus and who is travelling to the Republic of Belarus to perform work or provide services in such diplomatic mission, consular institution, representative office or body of an international organisation or interstate entity;
  3. Applicants born after 11.11.1991 must provide a copy of the birth certificate.

Frequently asked questions

Does an Estonian citizen need a visa?

If the trip lasts no more than 30 days per entry and the total stay does not exceed 90 days within a calendar year, visa-free entry is allowed until 31.12.2026. A visa is required for longer stays.

Is insurance required?

Yes, insurance is mandatory for visa applications. When entering Belarus, travellers may also be asked to prove they have medical insurance and sufficient financial means.

Can I enter Belarus from Russia without a visa?

No. The visa-free regime for citizens of European countries does not apply when travelling directly from Russia or to Russia. The route must be planned through international border crossing points.

Is registration required?

Registration must be completed on the 10th day of stay. Usually it is arranged by the hotel or the hosting party. According to the agreement between the countries, Estonian citizens may stay without registration for up to 30 days.

What to bring with you

Even for visa-free travel, it is recommended to carry your passport, insurance policy, proof of the purpose of travel, accommodation address, and return tickets or onward travel itinerary.

Financial requirements

Foreign travellers are advised to have proof of sufficient financial means when entering the country. Practical travel recommendations often refer to approximately 25 euros per day of stay.

Route via Russia

Since January 2025, an agreement between Belarus and Russia on mutual recognition of visas has been in force; however, this does not remove the restrictions of the visa-free regime for direct travel from Russia or to Russia. We recommend checking the route separately before travelling.

Registration

If the stay exceeds 10 days, registration is usually arranged by the hotel or the hosting party. In private cases, registration can be completed independently — online or through local authorities. According to the agreement between the countries, citizens of the Republic of Estonia may stay without registration for up to 30 days.

Submitting documents from Estonia

The consular service of the Embassy of Belarus in Estonia previously announced the suspension of its work. Therefore, the method of submission and the route for processing documents must be confirmed before submitting the application.
